2.2: Sustainable development

  • SP12 Energy conservation and generation - energy efficiency expected, renewable energy will be approved if appropriate
  • SP14 no development in high risk flood areas
  • GP1 - development control. E.g. energy efficiency, water and waste efficiency expected

3.5.1 and GP3: Energy conservation and design:

  • CAT and Eco Valley Partnership. Site considerations, passive solar, recycled materials, low embodied energy
  • 3.9 & GP5: Welsh language. In this area must take account. Affordable housing for locals encouraged.
  • 3.10 & GP6 - Conversions in countryside: Residential use lower down hierarchy.
  • 5.8.11: Projected housing requirement for Mach area, 2001 to 2016, is 121 units

5.14 Affordable housing

  • 5.14.2 self-build recognised as one form of affordable housing. Needs to be in perpetuity.
  • HP7: Seeks 30 to 35% affordable housing on sites of 5 or more within settlements. Expect planning obligation (i.e. Section 106)
  • HP8: Rural exception sites
  • HP9: Rural settlements e.g Dolfach, Pandy, Tafolwern
  • HP10: definition of affordable; who qualifies as local
  • HP11: replacement of dwellings
  • HP12: renovation of former dwellings
  • HP13: subdivision of dwellings

5.19: Sustainable construction:

  • Good stuff! Passive solar, earth sheltered, straw bale, timber frame, energy efficiency, renewable energy, water conservation, building materials, waste reduction and recycling.
  • EC6: working from home, as appropriate

12: Energy:

  • e.g 12.7.1 combined heat and power: 12.11 solar energy

PCC Affordable Housing Supplementary Planning Guidance

  • Builds on UDP
  • 'Affordable for sale' is based on Powys median income £17,533 (2004) = approx £60k to £100k housing (approx 40% off open market)
  • Sub market rent based on 25% median income - aiming for affordable rents
  • Must be affordable in perpetuity
  • Evidence of need required
  • 3.6: self-build supported
  • Looking for a mixture of tenures and sizes on sites within settlements
  • 6.13: pattern book space standards, e.g. 88m2 for a 3BR house + flexibility
  • 6.14: usually semis or terraced and no garages
  • 8.5: hierarchy - prefer housing association and community land trust housing and council nominations (self-build not mentioned)
  • Looking for cross-subsidy from open market sales
  • 8.44 Permitted development rights (e.g. to extend house) may be removed
  • 9: rural exception sites
  • 9.9 village trust mentioned
  • Appendix 5: eligibility checklist for rural exception or rural settlement site
  • Model S106 legal agreements 3 & 6 may apply

Conclusion

  • Planning framework potentially provides for affordable self-build
  • Open market self-build will suit some better
  • Talk to PCC at earliest stage
