Public Bodies and CF

Public bodies are those organisations funded by taxes, fulfilling the role of providing a wide range of necessary services and are large employers within our communities. Their delivery of services are influenced to a large measure by the Welsh Assembly and UK governments' initiatives and strategies (see 'Government and CF'), and financial budgets.

Their involvement in the CF area partnerships should ensure that the resources they have and services they provide are delivered in CF areas in ways that enable and develop community self reliance and sustainability, and ensure any issues that need addressing to raise standards to the levels of the general population are dealt with successfully.

    • Partnership working – Community Strategy development & implementation

The Community Strategy is the basis for Wales' community planning. It outlines the statutory obligation on Local Authorities to lead and pull together key partners from all sectors to co-ordinate services, planning and delivery at LA level. See 'Public bodies & CF'. The Powys Community Strategy can be found on

The Community Strategy has been broken down into themes which reflect the issues that need to be covered to ensure all aspects of life in our communities and county are considered.

These themes are:

  • Health, Social Care and Well Being. This covers housing such as ensuring Powys has adequate affordable accommodation to meet the needs of residents, health promotion, prevention and care, helping those who feel on the margins of our society because of ethnic, disability, health or other issues to be fully included and improving health and care for those who need it – young, disabled and old.
  • Lifelong learning – helping people to learn all through their lives, for personal enjoyment as well as better skills for work. Also encouragement for the Welsh language and IT
  • Economic Development – increasing skills for employment, helping Powys to be a place where work opportunities abound as well as ensuring our rural situation is not damaged.
  • The Environment – this covers planning, transport, waste management, and our towns and villages as well as the country
  • Community Safety – this works to deal with anti social behaviour, substance abuse, reducing fear of crime, and the safety of our roads and homes.

The Community Strategy is now carrying out its 3rd year review – so watch this space for updates.

The CF programme is intended to integrate into the Community Strategy. Its themes are therefore aligned to those described above.
